First of all download that template which you want to install on your blog on blogger. Then extract it in XML form. After this go to the option Template on dashboard and click on the button of 'Backup Restore' in the top right side of your screen.
Click on this button and a new small window will open. Click on Backup if you want to save your copy of Blog. Better is to get a backup before restoring.
Now upload your custom template of XML form here and Install it.
